BOARD OF SUPERVISORS
GILA COUNTY, ARIZONA
Date: August 12, 2026
PRESENT: Ronald A. Christensen, Chairman; Cruz Salas, Member; John F. Nelson, County Manager/Clerk; and, Bryan Chambers, 2nd Chief Deputy County Attorney.
The Gila County Board of Supervisors met in Regular Session at 10:00 a.m. this date. Steve Stratton led the Pledge of Allegiance and Dixie Mundy delivered the Invocation.
Upon motion by Supervisor Salas, seconded by Chairman Christensen, the Board excused Vice-Chairman Sanchez from today's meeting in order to attend to other County business.
At this time each Board member presented a brief summary of current events as allowed by A.R.S. 38-431.02(K). No action was taken on any items that were presented.
Dixie Mundy, Elections Director, requested the adoption of Resolution No. 03-08-01 canceling a Special Election for the Pleasant Valley Fire District that was scheduled to take place on November 4, 2003, and appointing Darlene R. Kluck and Greg L. Sawyer to the governing Board of Directors. Ms. Mundy stated that per statute the Board of Supervisors may cancel an election when the number of candidates running for office equals the number of vacancies. In that instance, the Board may also appoint governing board members. She advised that Ms. Kluck's and Mr. Sawyer's terms of office will begin on September 1, 2003, through November 30, 2006. Upon motion by Supervisor Salas, seconded by Chairman Christensen, the Board adopted Resolution No. 03-08-01. (A copy of the resolution is permanently on file in the Board of Supervisors office.)
Diana Jones, Victim Witness Advocate, requested the Board's acceptance of a Drug Control and System Improvement Grant from the Arizona Criminal Justice Commission in the amount of $75,896. Ms. Jones advised that the grant award is comprised of $51,533 in Federal funds, $7,453 in State funds, and $17,110 in cash matching funds. Supervisor Salas inquired about the cash matching funding requirement and Ms. Jones replied that the County Attorney has budgeted the required funding in the 2003-04 fiscal year budget. The grant will provide salaries and employee-related expenses (ERE) for one full-time Drug Prosecutor and one part-time Investigator to enhance the prosecution of drug cases within Gila County. Upon motion by Supervisor Salas, seconded by Chairman Christensen, the Board accepted the Drug Control and System Improvement Grant.
Ms. Jones requested the Board's acceptance of a Victim Assistance Grant from the Arizona Criminal Justice Commission in the amount of $39,168. She advised that the grant is comprised of $19,584 in State funds, and $19,584 in cash matching funds which have been budgeted by the County Attorney for the 2003-04 fiscal year. The grant award will provide the salary and ERE for one full-time Victim Advocate to enhance the Gila County Victim Services Program. Upon motion by Supervisor Salas, seconded by Chairman Christensen, the Board accepted the Victim Assistance Grant.
Carmen Corso, Fairgrounds Manager, presented a request by the Gila County Historical Society Museum to utilize the Fairgrounds Exhibit Building on October 3-5, 2003, for the 4th Annual Gila County Fall Festival with a waiver of fees. He advised that the Board has waived the fees for all previous years. Upon motion by Supervisor Salas, seconded by Chairman Christensen, the Board approved the request and waived the fees.
Mr. Corso presented a request by the Cobre Valley Community Hospital Foundation to utilize the Fairgrounds Exhibit Building on November 8, 2003, for the annual Cowboy Ball with a waiver of fees. Upon motion by Supervisor Salas, seconded by Chairman Christensen, the Board approved the request and waived the fees.
Steve Stratton, Public Works Division Director, requested the adoption of Resolution No. 03-08-02 authorizing the Chairman's signature on a Lease-Purchase Agreement with Caterpillar Financial Services Corporation for the lease-purchase of one new 928G wheel loader from Empire Machinery. Mr. Stratton advised that the Public Works Division paid off some debt last year with the goal of updating existing equipment. He advised that the new loader will be utilized in the Payson area, the old loader currently being used in Payson will be relocated to Tonto Basin and the loader currently being used in Tonto Basin will be relocated to the Fairgrounds. Supervisor Salas advised that the Fairgrounds have been in need of a loader for quite some time and he complimented Mr. Stratton on effectuating these changes. Upon motion by Supervisor Salas, seconded by Chairman Christensen, the Board approved the Lease-Purchase Agreement. (A copy of the resolution is permanently on file in the Board of Supervisors office.)
Chairman Christensen addressed agenda item number 9, approval of Consent Agenda action items. He advised that item A of the Consent Agenda, Addendum No. 1 to FY 2003 Financial and Operating Plan for Cooperative Agreement No. LE-0312-01-SO-011 between the Gila County Sheriff's Office and the U.S. Department of Agriculture, Forest Service, Tonto National Forest, needed to be addressed. Chairman Christensen called upon Sheriff John R. Armer to speak to the issue. Sheriff Armer advised that Addendum No. 1 provides authority for the Forest Service to utilize deputies when extreme fire conditions exist. The Addendum provides for reimbursement for the actual hourly costs of any deputy that is called for service and vehicle mileage at $0.45/mile. Total reimbursement of services shall not exceed $20,000. Chairman Christensen stated that Gila County continues to receive inadequate reimbursement from the Forest Service for the actual amount of services provided by Gila County on Forest Service lands. He stated that Gila County should make every effort in the future to obtain full reimbursement of expenses. Sheriff Armer advised that his department carefully monitors all expenditures for the services being provided to the Forest Service.
Upon motion by Supervisor Salas, seconded by Chairman Christensen, the Board placed Item A of the Consent Agenda back on the Consent Agenda for approval.
Upon motion by Supervisor Salas, seconded by Chairman Christensen, the Board unanimously approved the Consent Agenda consisting of the following:
A. Addendum No. 1 to FY 2003 Financial and Operating Plan for Cooperative Agreement No. LE-0312-01-SO-011 between the Gila County Sheriff's Office and the U.S. Department of Agriculture, Forest Service, Tonto National Forest adding paragraphs C, D and E to the original Agreement.
B. Accept a Victim Rights Grant from the Arizona Criminal Justice Commission in the amount of $28,425 which provides salaries and ERE for one full-time Felony Notification Clerk and one part-time Misdemeanor Notification Clerk.
C. Accept an Obscenity Prosecution Grant from the Arizona Criminal Justice Commission in the amount of $26,950 which provides for salaries and ERE for one part-time Obscenity Prosecutor and one part-time Investigator.
D. 24-month extension of Contract No. 072401-1 for the purchase of Asphaltic Products and ABC awarded to United Metro Materials (now known as Rinker Materials) for Southern Gila County. Extension period will begin on 9/26/03 to 9/25/05.
E. 24-month extension of Contract No. 080102-1 for the purchase of CM-11 chips awarded to United Metro Materials (now known as Rinker Materials) for Southern Gila County. Extension period will begin on 9/6/03 to 9/5.05.
F. 24-month extension of Contract No. 072401-1 for the purchase of Asphaltic Products and ABC awarded to Payson Concrete and Materials for Northern Gila County. Extension period will begin on 9/26/03 to 9/25/05.
G. 24-month extension of Contract No. 080102-1 for the purchase of CM-11 chips awarded to Payson Concrete and Materials for Northern Gila County. Extension period will begin on 9/6/03 to 9/5.05.
H. 60-month Agreement with Qwest Corporation to provide a T1 line at a cost of $775 per month between the County complex in Payson to the telephone switch at the Payson Sheriff's Office enabling 4-digit dialing between County offices in Globe and Payson.
I. Limited Services Contract between the Gila County Probation Department and Celebrations Journey Counseling Center to provide services to adults on probation for the 2003-04 fiscal year.
J. Delegation Agreement between the Arizona Department of Health Services and the Gila County Health Department for the period 7/1/03 to 6/30/10 which allows the Gila County Health Department to provide food and general sanitation control as prescribed by statute.
K. Amendment No. 5 to Contract No. 961123 between the Arizona Department of Health Services and the Gila County Health Department to provide Community Nursing Services. The Amendment extends the term of the contract to 6/30/04 and changes the Scope of Work, Requirements and Price Sheet sections.
L. Official name change of Division title from the Division of Emergency Services/Fairgrounds to the Division of Governmental Relations/Emergency Management.
M. Dispatching Services Agreement between the Gila County Sheriff's Office and the Pine-Strawberry Fire District whereby the Sheriff's Office will provide dispatching, telephone and answering, and paging services to the Fire District at a cost of $880 per month for a one-year period.
N. Intergovernmental Agreement for Election Operational Services between Gila County and the City of Globe for an election to be held on 11/4/03.
O. Amendment No. 1 to a Consortium Agreement between the Gila County REPAC Department and the local workforce investment areas of Apache, Gila/Pinal, Graham, Greenlee, Mohave/La Paz, and Navajo Counties to amend the existing language due to an increase in the allowable percentage of transferability of funds between adult and dislocated worker programs.
